If you are interested in working in IT
Make a plan for the short, medium and long-term. Depending on your experience level, you can decide your next steps but studying and practicing will be big investments of your time.
If you have no experience but you are interested:
Make an area of IT one of your hobbies, and figure out how to being learning about it and practicing. If you are interested or it is one of your hobbies, it is easier to spend time on it and learn.
Look at common IT certifications for beginners, and plan which ones to attempt for your job search.
Is your Japanese level beginner, intermediate, business or fluent?
As part of your long-term plan, you should study Japanese as that will help you find a job during your time in Japan. At the same time, it is not solely a career-related skill while you live in Japan, as it will make all facets of living in Japan easier and less stressful to some degree.
Restarting the Job Hunt
As a start, prepare your resume/cv and send to a recruiter to see if you get an email back. They are a good source of feedback on your resume. Recruiting is also a possible career step while you study for IT certifications.
